Fuel prices to change from Aug 16: petrol up, diesel down

Fuel prices in Pakistan will see mixed adjustments from August 16, 2025, with petrol costs rising slightly while diesel and other products register notable declines, according to projected ex-refinery and ex-depot sale figures.

High-speed diesel (HSD), however, is forecast to drop by Rs 11.75 per litre to Rs 171.82, marking a 6.4% reduction. Kerosene is projected to fall by Rs 6.26 to Rs 150.84 (down 4%), while light diesel oil (LDO) is expected to decrease by Rs 7.12 to Rs 141.50 (down 4.8%).

Retail-level prices mirror wholesale trends

Ex-depot sale prices, which determine what consumers pay at the pump, largely reflect these refinery-level changes. Petrol is projected to reach Rs 265.93 per litre, up 0.5%. HSD’s retail price could drop to Rs 274.08 (down 4.1%), kerosene to Rs 179.21 (down 3.4%), and LDO to Rs 163.25 (down 4.2%).

Factors behind the price shifts

The estimates are based on local levy structures and recent international oil market movements. Current figures put the PMG levy and charges (PL+CSL) at Rs 80.52 per litre, and HSD’s at Rs 79.51. No exchange rate adjustment is applied in the latest calculation.
Premiums for imported PMG are estimated at $7.69 per barrel, and for HSD at $3.20 per barrel. The pricing model reflects assessments from the last two trading days in the Platts international market.

Impact on consumers

While motorists using petrol will see a small increase in costs, transporters and industries reliant on diesel stand to benefit from lower prices. Analysts say the reduction in HSD rates could ease freight costs and, over time, help moderate inflationary pressures.
The final prices will be confirmed in an official notification from the Ministry of Finance ahead of the August 16 adjustment.
