Fake HEC Calls Compromise WhatsApp Accounts, Warns DRF
A growing scam is targeting WhatsApp users across Pakistan, according to a warning issued this week by the Digital Rights Foundation (DRF). The nonprofit organization said multiple users had reported calls from individuals posing as courier staff or Higher Education Commission (HEC) representatives.
The scam reportedly works by tricking victims into giving away a verification code sent to their phones. Once shared, this code gives scammers control over the victim’s WhatsApp account.
DRF, which has been working on digital rights since 2013, highlighted that such tactics are becoming more common. In some cases, callers claimed to be verifying educational records and pressured users to urgently share codes.

Pakistan has over 52 million WhatsApp users, making it one of the app’s largest markets. The platform is also used in legal communications, heightening the risks of data theft.
The Foundation cautioned users to always verify unknown callers and only trust information shared via official courier company numbers. It advised the public never to reveal one-time passwords (OTPs) or codes to anyone, regardless of how convincing the request might sound.
DRF encouraged victims to report scam calls to the Pakistan Telecommunication Authority at 0800-55055. It also recommended turning on two-factor authentication and reviewing ‘linked devices’ within the WhatsApp settings to monitor account access.
The DRF’s helpline has received 233 cases of scam-related calls since January. Other scams include fake JazzCash support calls, kidnapping hoaxes, and phishing attempts through links.
Helpline lead Hyra Basit noted that AI-driven scams have become harder to detect. She also called for the urgent implementation of a robust data protection law and better reporting systems.
